# CBAM for exporters: what data to prepare for an EU buyer

> What emissions data an EU buyer will ask an exporter from Uzbekistan or Belarus for under CBAM, how to prepare it for each installation and which mistakes are most common.

An exporter of CBAM goods needs to prepare embedded emissions data for its EU buyer for each installation: specific direct and indirect emissions per tonne of product, input data on fuel, electricity and output, and information on precursors and on any carbon price paid. The exporter does not pay CBAM itself, but the quality of its data determines how many certificates the importer will have to buy.

## Why the buyer asks for data

Since January 1, 2026, CBAM has been in its definitive period: an importer above the 50-tonne annual threshold must be an authorized declarant and must surrender certificates for its 2026 imports by September 30, 2027. If the supplier has not provided actual data, the importer applies default values, which are usually conservative. That is why buyers increasingly write data requirements into their contracts, and a supplier with data ready to hand gains an edge.

## What data to prepare

| Block | What it includes |
|---|---|
| Installation | Name, address, production processes, CBAM goods produced |
| Period | Reporting period for which emissions were calculated |
| Production | Output of each product, in tonnes |
| Fuel and processes | Fuel consumption by type, process sources |
| Electricity | Consumption, source (grid or own generation) |
| Precursors | Mass and embedded emissions of the CBAM goods used as inputs |
| Result | Specific direct and indirect emissions, t CO₂e/t |
| Carbon price | Information on the carbon price actually paid in the country of production, if any |

How specific emissions are calculated is shown with an example in [CBAM goods and embedded emissions](https://7g.carbonplatform.asia/en/kb/cbam-goods-embedded-emissions).

## Step-by-step preparation

1. **Define the installation and its boundaries.** Decide which workshops and processes are part of making the CBAM goods and which are not.
2. **Collect primary data.** Gas and electricity invoices and certificates of completion, meter readings, production reports. For collection practice, see [Collecting energy and fuel data](https://7g.carbonplatform.asia/en/kb/energy-data-collection).
3. **Keep records month by month.** This lets you answer a request for any period quickly and spot gaps.
4. **Calculate emissions and allocate them to products.** If the installation makes several goods, allocate emissions by process.
5. **Document your methodology.** The buyer and its verifier will ask about emission factors and assumptions.
6. **Agree on the format with the buyer.** The importer may have its own request form.

## Common mistakes

- Handing over the company's total annual emissions without linking them to an installation and a product.
- Leaving out process emissions, which do not show up in fuel consumption.
- Missing data on precursors bought from other suppliers.
- Discrepancies between the output reported in the data and the volumes in shipping documents.

## Specifics for Uzbekistan and Belarus

In Uzbekistan, Law No. ZRU-1073 “On Limiting Greenhouse Gas Emissions” has been in force since January 9, 2026; it regulates “green projects”, the carbon unit registry and verification (see [Carbon regulation in Uzbekistan](https://7g.carbonplatform.asia/en/kb/uzbekistan-carbon-regulation)). Whether any national charge counts as a carbon price for CBAM purposes is determined under EU rules; see [CBAM and the carbon price](https://7g.carbonplatform.asia/en/kb/cbam-carbon-price-paid).

In Belarus, national GHG accounting follows EcoNiP 17.09.08-001-2024 (ecological norms and rules); see [GHG accounting in Belarus](https://7g.carbonplatform.asia/en/kb/ghg-accounting-belarus).

## How it works in the platform

- The CBAM contour is still in development and marked “Soon”: the platform does not yet have a data form for buyers.
- You can already build the core of the data package: set up the installation as a facility under [Facilities](https://7g.carbonplatform.asia/objects), then in [Data entry](https://7g.carbonplatform.asia/data-entry) enter its fuel, process data, electricity and heat month by month; a month with no consumption is marked “No consumption”.
- Primary documents (invoices, certificates of completion, photos of meter readings, contracts) are attached to the records; each facility's year goes through a completeness check, and the change history is kept. This helps you answer questions from the buyer's verifier.

## Frequently asked questions

### Is an exporter obliged to provide data?
The CBAM Regulation places the obligations on the importer. A supplier's obligation usually comes from the contract, so data terms are worth discussing when the contract is negotiated.

### What happens if there is no data?
The importer will apply default values. This usually increases the number of certificates to surrender and may affect the price and terms of the purchase.

### Does the data need to be verified?
Requirements for verifying installation data are set by the CBAM rules; check them against the regulatory documents and with your buyer.
