Carbon regulation in Uzbekistan rests on two documents: Law No. ZRU-1073 “On Limiting Greenhouse Gas Emissions” of July 7, 2025, which entered into force on January 9, 2026, and Presidential Resolution PP-110 (2025) “On Measures to Participate in the International Carbon Unit Market.” The law introduces the concept of “green projects,” a carbon unit registry and verification, while the resolution designates the authorized body and the national registry and sets the share of units that may be sold abroad.

The exact requirements, definitions and rules of application are set out in the official texts of the documents; links to them are provided in the [regulatory map](https://7g.carbonplatform.asia/en/kb/documents).

## Law ZRU-1073

| Parameter | Value |
|---|---|
| Number | ZRU-1073 |
| Date adopted | July 7, 2025 |
| Entry into force | January 9, 2026 |

Key provisions of the law:

- **“Green projects.”** They can be implemented by legal entities, individual entrepreneurs and citizens.
- **Carbon unit registry**: records of the units generated by projects.
- **Verification** of project results.
- **Government support** for green projects.
- **Criteria**: these are set by the Cabinet of Ministers, which is why it is important to follow secondary legislation when applying the law.
- **Use of revenue from trading units**: for climate change adaptation, development of the circular economy and waste management.

## Resolution PP-110

The resolution sets out how the country participates in the international carbon unit market, including under Article 6 of the Paris Agreement (see [Article 6](https://7g.carbonplatform.asia/en/kb/paris-agreement-article-6)):

- **Authorized body** for Article 6: the Ministry of Economy and Finance.
- **The national carbon unit registry** is maintained under the Ministry of Economy and Finance (for the role of registries, see [Carbon unit registries](https://7g.carbonplatform.asia/en/kb/carbon-registries)).
- **The 80/20 rule:** up to 80% of units may be sold abroad, and at least 20% go toward meeting national commitments.
- **NDC target:** a 35% reduction in the carbon intensity of GDP by 2030 relative to 2010 levels.

## Example: the 80/20 rule

A project in Uzbekistan received 1,000 units following verification. Under PP-110:

- no more than 1,000 × 80% = 800 units may be sold abroad;
- at least 1,000 × 20% = 200 units go toward national commitments.

Units transferred abroad to count toward another country's target are tied to [corresponding adjustments](https://7g.carbonplatform.asia/en/kb/corresponding-adjustments): this is precisely why the government keeps part of the results for its own NDC. The specific procedure for allocating and documenting units is set by the official documents.

## What it means for companies

1. **Keep corporate emissions records.** Data on energy consumption and emissions is the basis for the baseline of a future project.
2. **Assess potential green projects:** energy efficiency, heat pumps, heat recovery, solar plants.
3. **Prepare the evidence base in advance:** primary documents, meter data, a monitoring plan.
4. **Follow the Cabinet of Ministers' criteria** and the operating procedures of the national registry.

The stages of preparing a project are described in [Climate project: stages from idea to registration](https://7g.carbonplatform.asia/en/kb/climate-project-stages).

## How it works in the platform

- In the GHG contour, you keep monthly records of electricity, heat and fuel for each facility ([Facilities](https://7g.carbonplatform.asia/objects), [Data entry](https://7g.carbonplatform.asia/data-entry)) and attach supporting documents: invoices, certificates of completion, photos of meter readings.
- A facility's year is closed after a completeness check, and the year's change history shows who changed what and when. This data forms the basis for the baseline of a future green project.
- The MRV contour for project calculations and the Market contour are marked “Soon”: they are under development. The platform does not handle registration in the national registry.
